Can a dog crate serve as a cage for a toucan or any other large bird?
Yes they are, without any permits.And re legal in every state.Even California!
It would have to be a huge dog grate: and probably not. It's much easier and safer to buy a bird cage that is suitable for a parrot. Especially larger parrots! Dog crates are not meant for bird: especialy powerful bird beaks!
